Registration:
All of the following people can register a .PT domain name, the owner (applicant) must be:
- a registered company (whatever country)
Beware: the domain name must correspond closely with the name of the company or organisation as it appears in the respective title of the certificate of incorporation
- a registered trademark (national, communautary or international WIPO)
Beware: the domain name must correspond closely with the trademark as it appears in the respective title of national, communitarian or international register.
In other words, any company or trademark can register the corresponding domain name under .PT. Caution, a proof will be requested by the registry during the registration (certificate of registration of the company / trademark)
If you can't register a .PT domain, the .COM.PT is a good alternative because it is a fully opened domain.

Registration:
There are no special conditions for registering .COM.PT domain names. If your .COM.PT domain name is still available, you can register it without any restrictions whether you are a company, organisation or private individual. You do not need to reside in Portugal or, for companies, to be set up in Portugal.
Compared with .PT, this extension is a fully opened domain. So you can't register a .PT domain, the .COM.PT is a good alternative
