Law Enforcement Reports – ICANN 2013 Registrar Accreditation Agreement Compliance

In accordance with the ICANN 2013 Registrar Accreditation Agreement (RAA), Netim provides a dedicated point of contact for French law-enforcement authorities, consumer protection agencies, quasi-governmental bodies, and other similar competent authorities to submit well-founded reports of Illegal Activity.

1. Dedicated Point of Contact
 Reports from eligible authorities may be submitted to:
 Email: law-enforcement@netim.com
 Requests must be submitted in English or French only.
 Any submission in a different language will not be processed by our Legal Department.

2. Scope of Requests
 A request is considered eligible when it meets all of the following criteria:

  • Originates from a competent authority as defined above;
  • Relates to alleged Illegal Activity involving a generic domain name registered through Netim;
  • Includes sufficient supporting evidence enabling Netim to perform a legal and technical assessment.
 Reports that do not meet these requirements may be redirected or closed without further action.

3. Processing Time and Actions
 Well-founded reports concerning Illegal Activity will be reviewed by Netim within 24 hours in order to determine and implement the necessary and appropriate measures.
 Any action taken by Netim shall remain strictly within the limits of:
  • Applicable law;
  • ICANN contractual obligations;
  • The principle of proportionality;
  • Data protection and privacy regulations, including the GDPR.
 Reports that do not meet these requirements may be redirected or closed without further action.

4. Abuse Reports from Other Parties
 All parties that do not qualify as law-enforcement or similar authorities must use Netim’s standard abuse reporting procedure. Any other party can submit abuse reports through our regular complaint procedure.

Law Enforcement – Compliance with the Information Technology Rules, 2021 (India)

1. Grievance Officer
Pursuant to the Information Technology Act, 2000 and the Information Technology (Intermediary Guidelines and Digital Media Ethics Code) Rules, 2021, Netim has appointed the following Grievance Officer:

The Grievance Officer is responsible for receiving, acknowledging, and processing complaints submitted in accordance with the IT Rules. Complaints should be submitted in English and include sufficient information and supporting material to allow assessment.

2. Scope of Complaints and Processing
The Grievance Officer will review complaints that fall within the scope of the IT Rules, including but not limited to:

  • Violations of any law in force;
  • Content-related grievances;
  • Matters requiring compliance with orders of courts or government authorities in India.
All valid grievances will be acknowledged within the statutory timeframe and addressed as required by the IT Rules, 2021, subject to applicable international, EU, and French legal constraints.
Netim will not take action that would:
  • Contravene applicable law in France or the European Union,
  • Violate privacy or data protection obligations, including the GDPR,
  • Exceed the scope of the request or the Grievance Officer’s legal authority.

For the service of summons, legal notices, or official communications, the following address shall be used:

Physical service must comply with applicable procedural requirements. Netim reserves the right to verify the authenticity and jurisdictional validity of any notice received.
